The Central African Republic’s political and security situation remains fragile. Political reconciliation efforts, launched in early 2008, including a ceasefire agreement with the main rebel group and a peace accord between the government and the opposition parties, were concluded successfully and a consensus government was formed. The government’s national poverty strategy continues to constitute the reference document for programming external support. It consists of four strategic pillars: restoring security, reinforcing peace efforts and preventing conflict; promoting good governance and the rule of law; rebuilding and diversifying the economy; and developing human resources.
