Since February 2009, Madagascar has been in the throes of a political crisis. The turmoil was generated by an unconstitutional change of power. Since March 2009, the Bank’s program has been on hold in line with OP 7.30 (dealing with de facto Governments). This involves suspension of disbursements and no new lending, with some exceptions, typically on humanitarian and poverty grounds.
