Conflict and violence during the independence struggle and the unrest of 2006 resulted in high levels of displacement, and the destruction of much of the country's basic infrastructure. Over the last decade, the World Bank has been working with and alongside Timor-Leste to help stabilize the economy, rebuild infrastructure and build up strong government institutions. However, the country is now showing strong signs of having emerged from fragility, with growth rates averaging around ten percent between 2007 and 2010. There have also been real achievements for the people of Timor-Leste: under five-mortality and infant mortality fell by nearly half between 2005 and 2010, and net enrollment rates for basic education have increased to nearly 90%. The World Bank is now focusing on supporting more sustainable and inclusive growth and quality of spending, and it is assisting Timor-Leste to build resilient, transparent public financial management systems for the purpose of translating oil revenues into lasting development gains. In addition, the Bank is working to improve access to higher quality healthcare and education services; build and improve key infrastructure; develop the private sector, and enhance skills and opportunities for young people.
