Azerbaijan achieved an average real growth rate of 16.6 percent between 2003 and 2010. As a result, per capita income rose from US$889 in 2003 to US$5798 in 2010, which corresponds to a 450 percent increase in real dollar terms. The poverty headcount ratio fell over a comparable period from 44.7 percent to 9.1 percent. Key areas of the World Bank strategy in Azerbaijan are supporting development of non-oil economy through investment in infrastructure such as, highways, railways, and water and sanitation networks, and developing social and municipal services such health, education, social protection and pensions, solid waste management, agriculture, and rural development. In recent years, World Bank support to Azerbaijan has evolved with more focus on analytical work and knowledge products reflecting the country’s rise to the middle-income level.
